The salary for this position is:

$32.74 - $43.61 Hourly

The Colorado Department of Labor & Employment (CDLE) Financial Monitoring Unit is comprised of a Financial Monitoring Unit manager, two financial monitors and one financial/programmatic monitor, and exists to conduct monitoring activities in the following areas:

  • Internal Controls - determine whether internal controls are sufficient to reasonably safeguard federal and state resources including procurement cards issued to CDLE employees

  • Compliance - determine if funds have been expended in a manner consistent with applicable federal and/or state laws, regulations, policies, and contract provisions

  • Disallowed Costs - minimize CDLE & state’s liability for disallowed costs

  • Process Improvement - determine if resources have been managed economically and efficiently

  • Results - determine if desired program results have been achieved.

    The Financial Monitoring Unit, through objective and independent analysis of financial, administrative and programmatic processes, assists the Executive Director’s Office Internal Services Business Administrations and department division’s program and fiscal management in the efficient and effective delivery of services, fulfillment of its mission and pursuit of its vision, priorities and goals. Monitoring objectives and the required monitoring standards vary for the types of monitoring performed. The Financial Monitoring Unit provides technical assistance and recommendations to the department and specific programs and works with external auditors and monitors, sub-grantees and sub-recipients.

    This position is responsible for establishing and performing formal audit plans and monitors Federal and State level programs special initiatives and other grants operated by the State of Colorado through the Department of Labor and Employment.

    This position performs financial, administrative and programmatic oversight and compliance monitoring of the CDLE subrecipients to ensure the integrity and soundness of financial, administrative and programmatic systems in accordance with statutory and regulatory requirements, so as to minimize the CDLE’s and the State of Colorado’s liability for cost disallowances; and provide for and meet the statutory and regulatory requirements of the Single Audit Act and the U.S. Office of Management & Budget (OMB) Uniform Guidance that requires timely and appropriate resolution of subrecipient audits. This position provides technical assistance and training to CDLE staff and subrecipients/contractors on statewide compliance, financial, and audit requirements; and may defend and/or testify on behalf of the State, as needed, in administrative law judge hearings as a result of monitoring or audit appeals. Additionally, this position acts as a primary point of contact for CDLE staff and external partners and stakeholders with interaction related to questioned costs, allowability, and other necessary technical guidance. This position communicates with the US Department of Labor and other funders regarding monitoring and monitoring responses, technical assistance, etc. Performs other related duties as assigned.

Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for the degree requirement and one year of the required experience.

Education and Experience:

Bachelor's degree from an accredited institution in a field of study related to the work assignment.

AND

Three years of professional experience in any combination of the following: government, administering or auditing federal or state level grant programs, experience with financial monitoring/auditing

Preferred Qualifications:

  • Auditing federal and state level programs and special initiatives or grant program using Single Audit Act and US office of Management & Budget Uniform Guidance

  • Experience Providing Training or technical assistance to grant recipients

  • Experience with American Rescue Plan Act (ARPA) grant administration

Conditions of Employment:
